A mobile station device (101-1) detects and reports a reception quality value of a known signal transmitted from a base station device (102-1). The base station device (102-1) includes: quality-defective signal generation section (1021) for comparing the reception quality value to a predetermined threshold value and generating a quality-defective signal when the reception quality value is not greater than the predetermined threshold value; and a quality-defective signal report section (1024) for reporting the identifier of the mobile station device (101-1) corresponding to the quality-defective signal to a base station control device (103). The base station control device (103) includes a control signal transmission section (1031) for transmitting a control signal to the base station device (102) so as to switch data transmission by the HSDPA to the mobile station device (101-1) to data transmission by the DPCH.
