PROBLEM TO BE SOLVED: To select a road on which a traffic information instrumentation device is to be installed from among roads on which no traffic information instrumentation device has been installed yet in accordance with an objective standard. SOLUTION: The device comprises a road beacon 6 which identifies a vehicle, and detects a running point of the vehicle; a running data collecting part 2 which collects data on the running point of the vehicle detected by the road beacon 6; a running route estimating part 3 which calculates a minimum route connecting the running points of the vehicle, thereby estimating the running route of the vehicle; a passing vehicle number calculating part 4 which counts up the number of vehicles passing through the estimated running route, thereby calculating the number of vehicles passing through the road within a predetermined range over a predetermined period; and a link selecting part 5 which selects a link on which many vehicles pass through from among roads on which no traffic information instrumentation device has been installed yet.
