PROBLEM TO BE SOLVED: To provide a silicone composition having a good preservation stability, and a surface-treating agent. SOLUTION: The preservation stability of a silylisocyanate compound is improved by using a stabilized composition containing an unsaturated ether as an indispensable component and consisting of a silicon compound in which≥1 isocyanate group directly bonds with silicon atom. Also, by using singly or≥2 kinds of surface-treating agents obtained by combining the composition with an amino resin, a polyorganosiloxane having hydroxy group at its terminal, a cross-linking catalyst for the amino resin and a solvent for treating a film, etc., it is possible to impart peeling property, sliding property and antistatic property at around 120°C curing temperature.
