<P>PROBLEM TO BE SOLVED: To provide a portable disaster preventing device which maintains breathing easily and quickly, protects the eyes, enables quick contact with emergency communication addresses and easy communication with emergency contact addresses and other people encountering the same disaster, guides to evacuation routes or the like, and enables the confirmation of the scene in case of encountering disasters such as fires, a disaster prevention system, and a portable calling device. <P>SOLUTION: A mask unit 1 is constituted to cover a folded mask 3 with an eye cover 5, and the mask 3 comprises a main body 6 of the mask and a filter box 7.
