<p><P>PROBLEM TO BE SOLVED: To provide a packing material for cleaning a gas, by which air can be cleaned by removing gaseous contaminants containing a molecule-state or aerosol-state gas in a lump and to provide a system for cleaning a contaminated gas. <P>SOLUTION: This packing material is obtained by impregnating a paper particle with an aqueous solution containing PVA or chitosan, a cellulosic fiber cross-linking agent, an acidity promoting agent and/or methyl alcohol and drying and heat-treating the impregnated paper particle or by impregnating the paper particle with another aqueous solution containing PVA or chitosan and the acidity promoting agent, drying the impregnated paper particle while keeping the moisture content intact and reacting the dried paper particle with gaseous formaldehyde at≤100°C so that the packing material has the desired water resistance and hardness. This system for cleaning the contaminated gas is constituted so that a packing material-packed layer is impregnated or supplied with a cleaning chemical solution containing a water-soluble amphiphilic organic compound and the contaminated gas is made to pass through the packing material-packed layer. The aqueous cleaning chemical solution containing straight-chained polyacrylamide having≥1.0 x 10<SP>7</SP>molecular weight and/or the water-soluble amphiphilic organic compound is sprayed toward the contaminated gas, and to passed through the packing material-packed layer.
