PROBLEM TO BE SOLVED: To provide a voice or speech IP converting unit for controlling the frequency of a read clock according to a remaining amount of a buffer on a receive side. SOLUTION: The voice or speech IP converting unit 300 includes a buffer for writing and reading digital data, a frequency variable unit for making the frequency of the read clock variable, and a digital/analog converting unit for converting the read digital data to analog data based on the read-out frequency of the digital data and outputting it.
