PROBLEM TO BE SOLVED: To further improve the heating efficiency without depending on the only heat conduction of a housing pipe. SOLUTION: A ceramic 2 as a film-like heat radiating member for converting the heat to the far infrared rays is fitted to the housing pipe 1 over the whole of the inner peripheral surface thereof. The ceramic 2 is formed by coating the liquid, which is obtained by mixing the compound of silicon oxide and aluminum oxide and water, with water, and drying and laminating them. The heat held by the steam inside a double-pipe 3 and 4 is transmitted inside through the housing pipe 1, and while radiated as the far infrared rays into the inside flowing material by the ceramic 2 to improve the heating efficiency.
