PROBLEM TO BE SOLVED: To provide a transmission power controlling device which is capable of precisely measuring SIR even to an interference that breaks out suddenly. SOLUTION: An instantaneous SIR measuring unit 105 computes instantaneous SIR using instantaneous RSCP and average ISCP. An SIR storage region 109 stores the instantaneous SIR, and a prediction unit 114 predicts future SIR from the SIR stored in the SIR storage region 109. A weighting coefficient calculating unit 115 calculates a weighting coefficient for a weighted average SIR calculation unit 111 using the number of effective passes determined by a unit 113 of determining the number of passes. The weighted average SIR calculation unit 111 classifies the weight of the SIR of the prescribed operation slots containing the SIR of future slots using the calculated weighting coefficient, and averages them up to calculate a weighted average SIR which is compared with a prescribed target SIR through a TPC bit calculation unit 117.
