PURPOSE: A device for generating a receiving bell in a line busy state is provided to distinguish whether a telephone is in line busy state caused by a wrongly put handset or in line busy state caused by a connected call, by translating an originating number and a receiving number, and to output a receiving bell signal to a called party in case of a hook-off state, so that the called party can recognize a call. CONSTITUTION: A speech line unit(100) assigns an input path to a call connection request signal inputted from a calling party, and selectively outputs a ring back tone signal and a busy tone signal to the calling party according to a control signal. A call controller(200) analyzes the call connection request signal to separate a local number from a receiving number, and outputs the control signal for setting a communication path by the separated numbers. A number translator(300) translates and outputs the local number, a national code, and the receiving number, respectively, at the request of the call controller(200). A subscriber unit(400) analyzes the control signal, monitors a line state of a connected subscriber, and outputs a receiving bell signal if the line state is not communicated.
