PURPOSE: A state transition rejecting system in a sleep mode and an awake mode of a BWA(Broadband Wireless Access) communication system is provided to apply an algorithm with which a subscriber terminal re-demands the transition to a sleep mode state when the transition is rejected, thereby enabling the subscriber terminal to be transferred to the sleep mode state. CONSTITUTION: While a subscriber terminal(800) and a base station(850) are in awake mode(811), if the base station(850) wants to change into a sleep mode, a sleep request message is transmitted to the subscriber terminal(800)(813). The subscriber terminal(800) decides whether to permit a mode change into the sleep mode in consideration of self situations, and transmits a sleep response message to the base station(850)(815). The subscriber terminal(800) transmits the sleep response message by including parameters contained in the sleep request message. The subscriber terminal(800) and the base station(850) change into the sleep mode from the awake mode according to a start time value(817).
