This invention relates to a composition and a method for inhibiting the formation of scale, particularly complex scale; in an aqueous system where more than one type of scale is present. The scale typically present in the aqueous system includes silic a, silicates, and carbonates. The scale inhibiting composition comprises (1) 2-phosphonobutane - 1,2.4- tricarboxylic acid and salts thereof, and (2) a water soluble polymer(s) of allyloxybenzenesulfonate monomer.
