PURPOSE: An information carrier device and an information carrier eccentricity compensating method are provided to compensate for eccentricity of an information carrier on the basis of an eccentric direction and an eccentric distance of the information carrier, thereby detecting the eccentric direction of the carrier without depending on information recorded on the information carrier. CONSTITUTION: A traverse frequency detecting section(120) detects the frequency of traversing a track by a head(10) for accessing an information carrier(1). An eccentric direction detecting section(130) detects an eccentric direction of the information carrier(1) based on the detected frequency. An eccentric distance detecting section(140) detects an eccentric distance of the information carrier(1) based on the frequency and the eccentric direction. An eccentric compensating section(150) compensates for eccentricity of the information carrier(1).
