PURPOSE: A production method of a thermal laminate and a device thereof are provided to improve the safety and the food hygiene property by eliminating an aging process. CONSTITUTION: A sticking resin layer(2) is combined with a first base film layer(1). An operating group to give the adhesive property is induced by heating the surface of the sticking resin layer under oxygen with a hot wire. A second base film layer(4) is combined with the sticking resin layer by overlapping the second base film layer on the sticking resin layer and pressurizing. A thermal laminate(5) is produced by layering the first base film layer and the second base film layer through the sticking resin layer.
