PROBLEM TO BE SOLVED: To provide a rust-preventive and corrosion-preventive coated steel sheet coated with a coating material which is stable and easy to handle, has a long pot life, forms a coating film having stable quality and undergoing no degradation with time, does not injure superior characteristics of polymer cement mortal, and improves workability. SOLUTION: The rust-preventive and corrosion-preventive coated steel sheet is prepared by covering at least one surface of a plated steel sheet or a plated, conversion-treated steel sheet with a mixture film composed of cement particles as a hardening agent for hardening the film after site execution and a solvent-type acrylic resin having a glass transition temperature of 50°C or lower.
