PROBLEM TO BE SOLVED: To secure security in virtual LAN and to store a communication terminal. SOLUTION: In a base station 111, an acquirement means 232 acquires security information which is set at every virtual LAN from an authentication server. A distribution means 231 distributes security information at every virtual LAN. A reception means receives multicast data and the like processed based on security information from the communication terminal in virtual LAN. A decoding means decodes multicast data and the like. A detection means detects virtual LAN to which a terminal serving as a destination of multicast data and the like belong. A processing means 233 processes multicast data and the like based on security information corresponding to virtual LAN.
