PROBLEM TO BE SOLVED: To externally transmit the data already recorded when the rate of the recorded data is close to the write rate to a recording medium. SOLUTION: The above problem is solved by efficiently utilizing data on a buffer and read data and further utilizing low resolution data. Since the low resolution data to be transmitted in the 0th to third orders remain in the transmission timing as shown in Fig., the data are not read from an optical disk but the buffered data are transmitted. When the fourth low resolution data are going to be transmitted, since the data already deleted from the buffer, the fourth to sixth data are read from the optical disk and transmitted.
