PROBLEM TO BE SOLVED: To uniformize an operating force required for turning a display screen 7 when the display screen 7 is to be turned upward or downward. SOLUTION: An operating force assist spring 13 includes: a turning shaft side fitting part 13a fitted itself to a turning shaft 11 from its one side to the other side; a spring part 13b for producing an energizing force to assist the operating force; and a fitting bracket side fitting part 13c fitted itself to a fitting bracket 10. The turning shaft side fitting part 13a is inserted to a groove 21 of the turning shaft 11 so as not to fall off from the turning shaft 11 when the operating force to turn the fitting bracket 10 is exerted to the turning shaft side fitting part 13a. The spring part 13b brings the display screen most tilted in a direction in which the display screen is directed upward in an ordinary position at which no force is exerted to the spring part 13b at all. Moreover, the fitting bracket side fitting part 13c has a length of a degree such that the fitting part 13c is projected at least from the other end face of a turning axis fitting side 19 (flat plate 14b) when being inserted to the one end face of a washer reception part and formed so that the end of the fitting part 13c does not fall down from a spring insertion hole 25 when the operating force is exerted to the fitting part 13c.
