PROBLEM TO BE SOLVED: To provide powder for continuously casting steel capable of yielding products of a high grade which have entrainment resistance and excellent lubricity and are free of defects in powder characteristics. SOLUTION: The powder for continuously casting steel is composed mainly of two or more materials among CaO, SiO<SB>2</SB>, Al<SB>2</SB>O<SB>3</SB>, B<SB>2</SB>O<SB>3</SB>, fluoride, and alkaline metal oxide, as essential components, has two liquid phases or solid-liquid co-existence phases at 1,300°C.
