The process involves implementing a token bucket mechanism at N operating levels with N memory buffer of tokens, each having a number of available tokens. The token of each memory buffer is used for processing one of N priority levels. Data packets are accepted or refused based on whether it is possible to attribute a token based on the availability of tokens in the buffer used for processing the priority levels of the packets. Independent claims are also included for the following: (a) a computer program including instruction of program code for executing the process of controlling the traffic of data packets in a network (b) a network equipment including device of controlling the traffic of data packets in a network.
