The invention relates to building underground tunnels. The aim of said invention is the arrangement of two transport flows in a small diameter tunnel without reducing the traffic capacity thereof. The inventive two-level tunnel is embodied in a circular or ellipsoid shape, divided into a top and lower sections by a road surface plate and is provided with engineering sections and a life-supporting infrastructure. The ratio between the heights of the top and lower sections ranges from 1/1 to â. Said invention provides for different combinations of traffic arteries for different transport means in the tunnel sections. Said tunnel can be provided with evacuation vestibule-gates and a service tunnel. The inventive method for building said tunnel consists in simultaneously carrying out tunnelling works, mounting all sections and in concrete placing the road surface plate.
