PROBLEM TO BE SOLVED: To facilitate the command input of a carrier instruction in a carrier control system. SOLUTION: A carrier control parameter 102 displaying features of each constituting device and a carrier line, and carrier line information 116 transmitted from a carrier control system, are related by a tie attaching part 105 to graphic data 101 displaying the each constituting device and the carrier line of the carrier control system in a two-dimensional or three-dimensional graphic form. These related graphic form data 101 are displayed on a screen 107 by a screen processing unit 106. On this screen 107, command classification is selected from a command definition file 103 by an input unit 108, a desired article to be carried is specified, graphic data displaying the constituting device of a carrier originator and the constituting device of a carrier destination are selected, a command for instructing the carrier by a command forming unit 110 is formed based on the operated content from the input unit 108, and the command formed in the command forming unit 110 by a communication controller 115 is transmitted to the carrier control system.
