PROBLEM TO BE SOLVED: To shorten a time from input of input data to start of recording of the input data. SOLUTION: For example, an ECC block using product codes of 36 pieces is recorded in a 12 tracks with 3 scans. First sync-blocks in which C1 parity is added to a data stream of video data constituting an inner code operation data group are recorded successively. After recoding of the first sync-block is finished, second sync-blocks in which C1 parity is added to a data stream of C2 parity constituting the inner code operation data group are recorded successively. Recording is performed by getting together the C2 parity afterward, calculation may be finished until the C2 parity is recorded. Therefore, before one field being one group of video data to be recorded in 12 tracks all are taken in an ECC encoder, recording of the video data can be started to record.
