PROBLEM TO BE SOLVED: To allow a person intending to find a kindred mind to flexibly search the kindred mind using a semantic information network according to the situation and prevent the enlargement of a traffic for determining an opponent.

SOLUTION: A first terminal device 31 receiving an input from the first person 41 intending to find the kindred mind stores a single priority order or a combination of priority orders relative to the input conditions (step 102), sets a first filter based on the conditions of the lowest priority order (step 103), and transmits a first event based on the conditions of the highest priority order (step 104). A transmission rate of response information to a second terminal device 32 which transmits a second event ignited (reacted) by the first filter is increased/decreased based on the correspondence of the second event to the stored priority order, so that the response information is transmitted to the second terminal device 32 (step 108).
