<p><P>PROBLEM TO BE SOLVED: To generate a flat WDM (wavelength division multiplex) signal of an optical spectrum, in a simple and low-cost configuration regarding a multi-wavelength batch generating apparatus. <P>SOLUTION: A light source 1 generates a light having a single central wavelength, and makes the light incident on an input side optical modulator from among an optical modulator group 2. Each optical modulator out of the optical modulator group 2 is arranged at an arbitrary position of a plurality of optical paths coupled in series and/or in parallel and modulates the amplitude and/or phase of the incident light. A multi-wavelength light is output from an output side optical modulator, and a repeated cycle signal generator 3 generates a signal voltage which is repeated in a prescribed period, and appropriately regulates the power with a power regulator 4 to be applied on each optical modulator. Each optical modulator further couples a power variable direct current power source 5, as necessary, and is applied with bias regulating proper power from the power variable direct current power source 5.
