<p><P>PROBLEM TO BE SOLVED: To provide a toll collection system allowing the promotion of use of a specific route according to a use situation or the like of a toll road by setting discount to the use of the specific route and dispensing with advance writing to an IC card or the like. <P>SOLUTION: In this toll collection system having a discount means, a management server 100 executing a setting process or the like of a discount target, a user terminal 110 executing user registration and a tollgate server 120 executing a discount process or the like are connected via a network 130. The management server 100 sets filtering information based on a discount route and user registration information as discount target information, and transmits it to the tollgate server 120 executing the discount process.
