PROBLEM TO BE SOLVED: To provide a pad lock which is economical, safe, and enables a user to pull a card lock out of the same from outside a lock device when the user loses a key or key exchange is required. SOLUTION: According to the structure of the pad lock (1), a through hole (15) is formed in a case (2) of the pad lock so as to intersect a lower end of a U-shaped bar (4), and the through hole (15) is blocked with the U-shaped bar (4) when the U-shaped bar (4) is in a locking position, which inhibits a fastener (19) of the card lock (3) from being disengaged. When the U-shaped bar (4) is in an unlocking position, the through hole (15) is opened, and therefore the fastener (19) is disengaged from the case (2) from the outside, followed by pulling the card lock unit (3) out of the lock device, whereby replacement of the key cards or code cards (5) is permitted.
