PROBLEM TO BE SOLVED: To provide a wave dissipating block, and a wave dissipating block wall using the wave dissipating block for allowing a ship in a port to safely come alongside a pier by simultaneously dissipating large and small waves. SOLUTION: A passage for receiving surging waves from the ocean side is divided into a first wave dissipating passage part 2 and a second wave dissipating passage part 3. The second wave dissipating passage part 3 is provided with a pot part 12 for insertably forming a wave absorbing member 16 such as stones, concrete pieces, porous concrete, and fishery waste such as an oyster and a scallop capable of dissipating the small waves.
