<p><P>PROBLEM TO BE SOLVED: To provide a device available to a plurality of providers through a user communication device using single user ID. <P>SOLUTION: A user communication device 102 requests connection to a device 101 used by a plurality of providers using an exclusive user ID for the device 101. Upon receipt of a connection request from a user, the device 101 extracts one or more contract provider information on the user from a database, and retrieves a network bandpass utilization ratio of each contract provider from a provider connection router 104. The device 101 selects a contract provider having the smallest bandpass utilization ratio retrieved out of contract providers as a provider to be connected, and acquires a user ID and a password used for connection with the provider from the database.
