PROBLEM TO BE SOLVED: To provide a modulation control device for absorbing a change in modulation based on the set threshold value of a VOX circuit. SOLUTION: In the modulation control device in a radio communication system equipped with a VOX circuit, a signal based on the VOX value set in a VOX threshold value setting circuit 3 for operating the VOX circuit is fed to an inverted amplifier 8, and the signal based on the VOX threshold value is reversely amplified by the inverted amplifier 8. The output signal amplified by the inverted amplifier 8 is multiplied by a microphone output sound signal, and the multiplied output as a modulation signal is fed to a modulation circuit.
