PROBLEM TO BE SOLVED: To perform construction work even in a place with overhead clearance restriction and a narrow place. SOLUTION: This ground device 1 is substantially composed of a cylindrical excavator body 2, a reaction force body 3 like polygonal cross section in which the cylindrical excavator body is stored in the hollow inside, a rod 4 for guide inserted into a rod hole formed in a member shaft (rotary axial line) of the cylindrical excavator body 2, a first center hole jack arranged on a back face side of the cylindrical excavator body 2 so as to insert the rod for guide and provide a bearing mechanism as a rolling mechanism, a pushing-in tool 6 abutted on a terminal part of a cylindrical segment 5 inserted into a dug hole in the ground dug and formed by the cylindrical excavator body 2, and a second center hole jack 14 arranged on a back face side of the pushing-in tool.
