PROBLEM TO BE SOLVED: To perform rotary press-in construction while stably and surely supporting a rotary press-in steel pipe pile as an inclined shaft by an all casing machine. SOLUTION: This full revolving all casing machine inserts the rotary press-in steel pipe pile 1 having a spiral blade 14 in a lower part into a machine body via a pile inserting hole 77 of an upper face plate 76 of the full revolving all casing machine slantingly arranged at a prescribed angle; and repeats upwardly moving operation by releasing fastening of the pile outer periphery after a rotary and liftable chuck 28 moves downward by a prescribed stroke while applying torque by fastening the outer periphery of the steel pipe pile 1; and is constituted so that an inclination adjusting tool 65 constituted by installing an inclined shaft run-out preventing and support member 68 in a tool body 67, is arranged on the upper face plate 76; and adjusted to and positioned in a prescribed part of the upper face plate 76 by a positioning means such as a rope 66 to adjust an inclination of the steel pipe pile 1 positioned in a pile inserting part 83 of the machine body by applying the support member 68 to the outer periphery of the steel pipe pile 1.
