PURPOSE: To provide an apparatus for taking oil seal out of retainer and taking oil seal into retainer to prevent damage and distortion of the oil seal and prevent reduction of life time of bearings and damage of roll neck part during the oil seal assembling and disassembling processes. CONSTITUTION: The apparatus comprises a centering part for resting a retainer (102) on a moving table (203) movably installed on rails by using a crane, and moving the moving table forward and backward by a back and forth moving cylinder (204), thereby operating a center motor correspondingly to a home position of oil seal per lines to move a center maintenance stand (207) so that the retainer is centered; an upper rotation part for moving down the up/down cylinder (301) to an oil seal groove part of the retainer put on the moving table by operating the up/down cylinder assembled into an upper frame (201) if the moving table is stopped, and maintaining balance of the retainer when taking the oil seal out of the retainer and taking the oil seal into the retainer by operating a central motor (205) of a central assembly stand (318) on which the moving frame is installed so that the moving frame is inserted into the oil seal groove part of the retainer; and an inner circle part moved through operation of the up/down cylinder with being connected to the upper rotation part and rotated and directly contacted with the oil seal inserted into the retainer by minute rotation of an upper motor (311) of the upper rotation part to take the oil seal into the retainer or take the oil seal out of the retainer.
