PROBLEM TO BE SOLVED: To directly perform pier-to-pier communication with an opposite party that a user desires from opposite communication terminals present in a specified communication area by a desired method.

SOLUTION: A communication terminal 1 and the opposite communication terminal 2 register a keyword and a communication rule to a piering server 8, and in the case that the communication terminal 1 moves to a communication area 5, the position information of the communication terminal 1 is transmitted to the piering server 8. The piering server 8 selects the opposite communication terminal 2 which registered a keyword group whose matching degree with the keyword group registered by the communication terminal 1 is highest among all the opposite communication terminals present inside the same communication area 5 as the communication terminal 1 on the basis of the received position information of the communication terminal 1, selects the communication rule of the communication terminal 1 and the opposite communication terminal 2 on the basis of the matching degree, and instructs the communication terminal 1 and the opposite communication terminal 2 to perform the pier-to-pier communication by the selected communication rule.
