PROBLEM TO BE SOLVED: To provide a highly durable fixing belt and a highly durable, highly reliable image-heating device, wherein the image heating device utilizes a small capacity heating means, thereby allowing heating with low energy. SOLUTION: The fixing belt has at least a releasing layer and a metal layer which is formed from electroformed nickel. The crystalline structure, particle diameter, and crystalline orientation of the meal layer having the electroformed nickel continuously or stepwise vary in the direction of the thickness of the film.
