PROBLEM TO BE SOLVED: To provide a throttle control device for an internal combustion engine capable of suppressing deterioration in response of engine output adjustment while suitably reducing air flow noises accompanying the open of a throttle valve. SOLUTION: Execution of a limiting open speed of the throttle valve is inhibited unless all of conditions "a"-"d" described below are satisfied.Condition "a": Engine speed NE right before the throttle valve opens is a predetermined value NE1 or less (S110:YES).Condition "b": Throttle openingθright before the throttle valve opens is a predetermined valueθ1 or less (S120:YES).Condition "c": Target throttle openingθt exceeds a predetermined valueθ2.Condition "d": Demand value of throttle valve open speedωt exceeds a predetermined valueω1(S130: YES).
