PROBLEM TO BE SOLVED: To provide a manufacturing method for a application roller capable of applying various coating materials reliably in high qualities. SOLUTION: Cloth material 74 for brushing is wound and adhered around a paper tube 72 which is formed by successively winding a plurality of sheets of base paper 70 in a spiral form. The paper tube 72 on which the cloth material 74 for brushing is wound is cut into a predetermined length via a cutter 76 and rollers 18 are obtained. Subsequently, the rollers 18 are conveyed into a first drying furnace 78a, are subjected to a first heat treatment, thereafter, are conveyed into a second drying furnace 78b and are subjected to a second heat treatment.
