In encoded moving picture data, frame information inherent to a frame such as scene change information is added to an accurate position. An encoding processor (1) compresses/encodes the input moving picture data and a first counter (2) counts the number of pictures generated by the encoding processor (1). A frame information holder (4) holds frame information indicating information inherent to the frames in the input moving picture data by relating it to the count value obtained by the first counter (2). A header information insertion section (6) inserts predetermined header information into a picture generated by the encoding processor (1) and a second counter (7) counts the number of pictures received by the header information insertion section (6). When header information is inserted, the header information insertion section (6) references the frame information holder (4) and writes frame information corresponding to a picture when the count values of the first counter (2) and the second counter (7) coincide into header information corresponding to starting data of the picture.
