PROBLEM TO BE SOLVED: To provide an evacuation system for emergencies such as tsunami, flood, and the like which can be established at a relatively low cost and functionally works to help evacuation with an effective evacuation area. SOLUTION: In this system, tsunami guards are built along stairs for guiding evacuees to an evacuation area established at a higher place on a mountain or a hill on the tsunami-striken side. This evacuation system, made to help people flee to the evacuation area established at a higher place in case of emergencies such as tsunami, flood and the like, comprises at least a guardrail extending from a lower to a higher place and a mobile car which can be moved up and down along the guardrail and carry people.
