<P>PROBLEM TO BE SOLVED: To provide a scaffold seeded with cells, which can solve the limitation of conventional materials, because the conventional materials used for tissue scaffold are not effective in maintaining cells seeded after implantation. <P>SOLUTION: This scaffold in implantable, biocompatible scaffolds has a biocompatible, porous polymeric matrix; a biocompatible, porous fibrous mat encapsulated by and disposed within the polymeric matrix; and a plurality of mammalian cells seeded within the tissue scaffold.
