PROBLEM TO BE SOLVED: To provide a plant capable of securely developing the protective function of pumps at low cost and a control device for the feed water pumps. SOLUTION: In this thermal power plant 10, pump inlet temperature sensors 30A, 30B, and 30C are installed on the upstream side of the feed water pumps 22A, 22B, and 22C for feeding the water fed out from an deaerator 14 to a boiler 13, and a deaerator temperature sensor 31 is fitted to the deaerator 14. The feed water pumps 22A, 22B, and 22C are formed not to be started by a start control device when a difference between the inlet temperatures of the feed water pumps 22A, 22B, and 22C and the stored water temperature of the deaerator 14 is larger than a pre-set threshold.
