PROBLEM TO BE SOLVED: To provide an information recording and reproducing device which detects in advance a servo deviation during recording and performs high-speed recording without causing the servo off, said device being capable of rapidly shifting to a recording operation even in an information recording device with a servo signal disturbance detecting means. SOLUTION: The information recording and reproducing device is provided with an identification code reading means which reads out an identification code showing the kind of a recording medium, the servo signal disturbance detecting means which monitors the servo signal of the recording medium and detects the disturbance of the servo signal, a recording speed optimizing means which accesses the surface of the recording medium prior to recording to the recording medium and optimizes a recording speed based on the result of the detection made by the servo signal disturbance detecting means, a storage means which stores the identification code of the recording medium and information on the optimal recording speed to the identification code, and a means which refers to the storage means and sets the recording speed when the recoding medium having the same identification code is inserted again.
