PROBLEM TO BE SOLVED: To prevent unauthorized rewriting of a vehicle identifying number, in a vehicular electronic control device establishing a vehicle identifying number. SOLUTION: The electronic control device stores control information including the vehicle identifying number in a memory, and has a self-diagnostic function. In the electronic control device, a diagnosis finishing flag that is set when finishing self-diagnosis is provided, and a rewriting program is established. When a writing device/a diagnosis test writes the control information, it is determined whether writing information is the vehicle identifying number or not, in a step 100. In case that the writing information is the vehicle identifying number, it is determined whether the diagnosis finishing flag is set or not, in a step 110. In case that the diagnosis finishing flag is set, writing is prohibited. Therefore, unauthorized use such as removing the electronic control device and attaching that to another vehicle after the self-diagnosis and diverting diagnosis information of a previous vehicle by rewriting the vehicle identifying number.
