PROBLEM TO BE SOLVED: To reduce the elution of fluorine, boron and the like in waste at the same time and to reduce the elution concentration of a harmful element after treatment to a definite standard or below irrespectively of the concentration of the harmful element before treatment. SOLUTION: An alkali substance is added to waste in succession to a process for adding phosphoric acid to the waste under stirring to perform mixing treatment or phosphoric acid is added to the waste in succession to a process for adding the alkali substance to the waste under stirring to perform mixing treatment or phosphoric acid and the alkali substance are added at the same time to perform mixing treatment.
