<p><P>PROBLEM TO BE SOLVED: To solve a problem, in which since, as a means for defusing efficiently a chlorofluorocarbon contained in the used waste heat insulating material and existing in a diluted state, it is necessary to concentrate the chlorofluorocarbon in a sealed state, but for adhered heat insulating materials there are no means and the chlorofluorocarbon is discharged into the atmosphere, which produces a factor of destruction for the ozone layer. <P>SOLUTION: Crushing and grinding are carried out in the sealed container of carbon dioxide state in which the adhered heat insulating materials are used as an atmosphere as it is.
