PROBLEM TO BE SOLVED: To provide a small X-ray generator having a small radiation angle; and to provide an X-ray treatment device using the X-ray generator. SOLUTION: This X-ray generator is equipped with: a vacuum container VC; and a truncated cone-shaped X-ray target tube XT having an entrance opening disposed in the container VC and an exit opening having a diameter smaller than that of the entrance opening. An electron source is disposed in the container VC, enters a high-energy electron beam into the inside wall surface of the target tube from the entrance opening of the X-ray target tube to generate an X ray, and is so disposed that the electron beam is totally reflected when entered into the inside wall surface of the X-ray target tube.
