PROBLEM TO BE SOLVED: To provide an EL element used for a backlight of a display part, an operation part or the like of various kinds of electronic apparatuses; and to provide an illumination device using it and capable of various kinds of illumination. SOLUTION: This EL element 20 is composed by forming electrode patterns 13C, 13D, 13E and 13F in a periphery of a light transmitting electrode layer 12, and by forming resistance layers 14A, 14B, 14C and 14D between the respective electrode patterns. Thereby, voltage drop is generated depending on the respective resistance layers to set voltages applied to the electrode patterns different from one another, so that this illumination device capable of making luminance of an illuminant layer 15 at a predetermined position different, and of various kinds of illumination having a variety of brightness can be provided.
