PROBLEM TO BE SOLVED: To obtain the optimum torque characteristic in accordance with a traveling condition. SOLUTION: An orifice OF3 is mounted on an oil passage communicating a discharge port 37L of a left vane pump PL and a discharge port 37R of a right vane pump PR, and an orifice OF4 is mounted in an oil passage communicating a suction port 38L of the left vane pump PL and a suction port 38R of the right vane pump PR. Further a first bypass oil passage communicating both discharge ports 37L, 37R without passing the orifice OF3, and a second bypass oil passage communicating both suction ports 38L, 38R without passing the orifice OF4 are mounted, and further bypass oil passage opening means (check valves CVL1, CVR1, CVL2, CVR2) are mounted to open the first bypass oil passage and the second bypass oil passage, when rotating speeds of left and right cam rings 31L, 31R are more than a specific rotating speed.
