PROBLEM TO BE SOLVED: To provide an optical element excellent in optical properties including light scattering property and moldability and an organic/inorganic composite material for forming the element. SOLUTION: The organic/inorganic composite material for forming the optical element contains organic silicone compounds expressed by formulas (1), (2) and (3). Formula (1): R<SP>1</SP><SB>a</SB>Si(OR<SP>2</SP>)<SB>4-a</SB>, wherein R<SP>1</SP>and R<SP>2</SP>are each an identical or a different alkyl group; the number of carbon atoms of R<SP>1</SP>is 1-6; the number of carbon atoms of R<SP>2</SP>is 1-6; a is 0 or 1. Formula (2): R<SP>3</SP>Si(OR<SP>4</SP>)<SB>3</SB>, wherein R<SP>3</SP>is an organic group containing a phenyl group; R<SP>4</SP>is a 1-6C alkyl group. Formula (3): R<SP>5</SP><SB>c</SB>R<SP>6</SP><SB>d</SB>Si(OR<SP>7</SP>)<SB>4-c-d</SB>, wherein R<SP>5</SP>and R<SP>6</SP>are each an identical or a different polymerized group; R<SP>7</SP>is a 1-6C alkyl group; c and d are each an integer of 0-2; c+d is an integer of 1-2.
