PROBLEM TO BE SOLVED: To secure an execution of version-up with a program modified correctly. SOLUTION: A development control server 1 acquires a source file before corrected of a version-up objective program (S21). A worker modifies the source file before modified by an editor (S22). The development control server 1 compares the source file before modified with the source file after modified to generate a difference file indicating a difference between the both (S23).
