PROBLEM TO BE SOLVED: To provide a filler substitutive for soil having small buoyancy, superior in water permeability, and strong even against pressure from the multidirectional sides with the large volume in a relatively lightweight type. SOLUTION: This filler 1 is filled instead of soil, and has a cylindrical part (at least an outer peripheral cylindrical part 5) having the prescribed shaft length, and a plurality of plate-like parts (a radial rib 3) extending on a plane parallel to the axis of the cylindrical part, and inscribed in the cylindrical part. Thus, when a large number are collectively inputted in a bag, the cylindrical part and the plate-like parts mutually interfere, and become fairly bulky as a whole, but can be individually formed of a few material as compared with a size of the external shape contours.
